Sheffield Wednesday Deals with Major Issues, Declares Independent Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties constitute a "major concern" and the independent regulator is aiming to acquire authority to investigate clubs in similar circumstances, the newly appointed chairman David Kogan has declared.

In a wide-ranging interview, the chairman, who was named to the position this week, voiced concern towards supporters of the Owls.

The regulator engaged with four supporter groups representing the football team recently.

The football club have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a major concern for the league and a significant problem for football," the regulator explained.

"Wednesday stands as one of the iconic names for English football and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring the club and similar situations referred to us if they require examination and dealt with."

Monetary Issues and Ownership Situation

The club's controversial proprietor the Thai businessman stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in March and May resulted in restrictions being imposed by the English Football League (EFL) in mid-year, blocking the team from conducting any transfers or loans for the subsequent signing windows, although that restriction was lifted in late summer.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has been part of their lives in numerous instances.

"I have absolute sympathy for the team's plight, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the supporters."

Inquired if the authority might compel an chairman to relinquish a club if they are considered unfit, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to work with them.

"The final option we would consider is begin intervening in an particular organization, an individual owner, without being able to work with that proprietor to address the problems affecting the organization and the owner's facing," Kogan said.

"However, realistically, when you review the record of the sport, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their organizations and finally don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to lay out the remit of the regulator on Wednesday and insisted it was a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished might evaporate swiftly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"There's an enormous amount of money coming into football and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I completely endorse the success and growth as an commercial operation of the elite league.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of the nation. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a high level of reassurance."

Ideological Links

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in recent years.

The chairman provided financial support for Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the official body endorsed my nomination," Kogan said.

"I currently have no participation in any form of political activity."
